How you will contribute as part of the TRCA team:

Under the direction of the Senior Project Manager, the Project Coordinator, Project Management Office supports project leads of major environmental engineering, restoration and other capital projects that are typically planned within the framework of a regulated environmental assessment or similarly complex master plan process. This position also provides coordination support for  corporate programs/initiatives/policy and planning processes when required.


This position contributes to the effective utilization of TRCA and external resources and sound project management methodology by coordinating project activities with other project team members, preparing and maintaining project documents and supporting cost and schedule control functions. Specifically, the Project Coordinator supports the project lead by organizing meetings, compiling and analyzing data, procuring goods and services, completing permit applications, and drafting components of reports, as well as communications and presentations. In addition, this position plays a supporting role in maintaining good stakeholder relationships.

Project Coordination

  • Provide coordination support to the Senior Manager, Senior Project Managers and Project Managers relating to the day-to-day management of TRCA staff, consultants, contractors, public, stakeholders, and project partners.
  • Support the undertaking of master plans or environmental assessments and addendums as set out by the Environmental Assessment Act, including contributing to the preparation of associated technical studies on social and physical environments (e.g. noise, vibration, air quality, built heritage, natural heritage, archaeology, design, and mitigation) compiling necessary information and data, and liaising with other TRCA staff to incorporate technical review and input in materials.
  • Support the detailed design process for approved planning and capital project initiatives.
  • Under the direction of the project lead undertake the following activities:
    • Coordinate meetings for multi-disciplinary internal project teams, external steering/advisory committees, and technical working groups.
    • Compile necessary information and fulfil requirements of permit and approval processes.
    • Organize meetings, prepare agendas and presentations, take minutes, and follow-up on action items to ensure project milestones are being met.
    • Contribute to the creation of Project Plans with consideration for scope, deliverables, resources, schedule, cost, risks, quality, project monitoring, and reporting requirements.


  • Support the Senior Manager, Senior Project Managers and Project Managers in the procurement of goods and services in support of project planning and delivery, including:
    • Drafting of RFPs, EOIs, and RFQs;
    • Coordinating advertising;
    • Organizing logistics for bidders’ meetings;
    • Managing bidder questions and responses;
    • Overseeing receipt and preparing summary of bids;
    • Coordinating bid evaluation process; and
    • Ensuring appropriate documentation and approvals are completed via the procurement and E-scribe database.

Contract Management

  • Contribute to the preparation and execution of a broad range of consulting agreements and assist in ensuring proper documentation of changes or amendments that may arise during execution.
  • Support the development of TRCA invoices to project funder, including development of draft progress reports and other documentation as required, as well as receiving and reviewing invoices and coordinating authorization of payments.

Stakeholder Consultation

  • Coordinate logistics for stakeholder meetings and stakeholder consultation, which may include: regulatory agencies, First Nations, land owners, consultants/contractors, Project team staff, project partners, legal, senior management, and students.

Technical Writing and Communications

  • Coordinate the collection and consolidation of technical data from internal departments, project partners and consultants to support the writing of Environmental Assessments, technical and feasibility studies.
  • Under direction and with the support of the Senior Manager, Senior Project Manager or Project Manager, review, edit and/or produce all or components of the following:
    • Authority meeting reports;
    • Annual reports;
    • Compliance reports;
    • Technical reports/memos;
    • Briefing notes;
    • EA chapters;
    • Feasibility studies;
    • Corporate policy/procedure documents; and
    • Procurement reports.

What will you need to succeed:

  • University Degree or College Diploma (Environment, Biology, Engineering – typically). 
  • Valid Ontario Driver's License and ability to acquire a TRCA driver’s certificate. 
  • Vulnerable Sector Screening.
  • Minimum of 3 years’ experience coordinating Projects involving EAs, feasibility studies, public events, environmental or engineering studies, and coordinating consultants/staff.
  • Some familiarity of environmental legislation in Ontario (Environmental Assessments – [Provincial Individual EAs, Class EAs, and Federal EAs]), floodplain and hazard regulations, Ministry of Environment and Climate Change soil and groundwater quality regulations.
  • Demonstrated ability to work in multi-disciplinary teams and take direction.
  • Demonstrated project coordination experience.
  • Demonstrated ability to assist in the planning, organization and implementation of projects including budget management and cost control.
  • Ability to compile and analyze data.
  • Ability to prepare reports and correspondence.
  • Ability to prepare presentations.
  • Ability to undertake independent research.
  • Strong aptitude for coordination of meeting logistics.
  • Well-developed organizational and time management skills.
  • Strong analytical skills.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to work with community and advisory groups.
  • High level of proficiency with Microsoft Word Processor, Spreadsheets, Presentation and Project Management software.
