How you will contribute as part of the TRCA team:

Under the general guidance, direction and reporting to the Supervisor, Construction Contracts, the Engineering Technologist position is responsible for assisting with the implementation of various erosion control, slope stabilization, stream restoration, infrastructure protection and other capital and special construction projects.  This includes the creation of detailed construction estimates, preparing of procurement reports and completing tender documents for the supply of materials and services for various components of the construction projects. This also includes knowledge of Environmental safety and labour legislation, as well as having a thorough understanding of the Occupational Health and Safety Act and Regulations.

Major Responsibilities:

  • Preparation of procurement reports as part of TRCA’s purchasing policy for purchasing various goods and services required to complete the various construction projects. This includes the completion of detailed tender documents for the purchase of materials such as quarried stone, erosion and sediment control geotextiles, services for the supply of dewatering pumping equipment,  temporary fencing, etc.
  • This process includes the coordination of on-site bidder’s meetings, review and evaluation of the bidder’s submissions. Once the tender is awarded, the Engineering Technologist is also responsible obtaining a Purchase Order for the material/service. During the procurement process, the Engineering technologist will work with the Construction Supervisor and Site Supervisor on confirming the procured material/service is as per the tendered agreement and will follow up with the supplier if required to address any concerns/issues.
  • Engineering Technologist will be responsible to oversee the preparation of Requests for Proposal (RFP), Requests for Quotation (RFQ)/Tender packages to retain consultants/contractors to carryout construction related activities necessary to achieve project deliverables. Key to this position is to strategically procure construction related goods and services using the highest standard of business ethics, knowledge of various contract documentation, and the implementation of sound procurement processes, contract execution and closeout documentation. Projects specifically include roads, trails, bridges & Boardwalks, Concrete works, Marine Construction, site servicing, erosion and slope stabilization works, and shoreline protection works  for both corporate and external partners. Heavy emphasis is placed on the production and control of contraction documentation to ensure quality assurance and quality control during construction.

  • Produce, compile, organize and maintain analytical data and prepare working notes, presentations and technical reports as required
  • Responsible for weekly updating of Construction project schedule using Microsoft project
  • Provide technical information and administrative support to procure materials and administer contracts.
  • Perform other duties as assigned or as required with departmental, divisional and/or corporate objectives (i.e. Carry out site inspections at active TRCA construction projects. Coordinate input into group and corporate databases as required.)
  • Act as TRCA’s representative on internal/external committees, and working groups to gather information and discuss emerging trends, best management practices, challenges and to develop partnerships
  • Assist with site supervision of active construction projects when staff are absent due to vacation, illness, etc.

What will you need to succeed:

  • College or University Diploma in resources/civil/construction technology. Valid Ontario driver's license and ability to acquire a TRCA driver's certificate.
  • Minimum 5 years’ experience related to the major tasks;
  • Demonstrated experience in the civil/environmental construction
  • Ability to interpret design drawings and undertake material quantity takeoffs
  • Sound knowledge in the preparation of detailed construction estimates, the procurement process and construction phasing plans;
  • Good computer skills (MS Office);
  • Well-developed communication skills with the capacity to work effectively in a project team environment;
  • Able to plan and organize with minimal direction;
  • Good knowledge of environmental, safety and labour legislation;
  • Thorough knowledge of industry standard best management practices, with an emphasis on sediment and erosion control.
