MUNICIPAL BY-LAW OFFICER I

POSITION SUMMARY:

 

This CUPE 841 union position, under the general direction of the Manager of Roads and Transportation and the technical direction and guidance of the Municipal By-Law Enforcement Officer III, performs animal shelter duties and By-Law enforcement services relating to the inspection, maintenance and enforcement of City By-Laws, including but not limited to parking, animal control, lot maintenance, licenses and other regulations.



MAJOR TASKS:

 

Participates in the provision of Animal Control including but not limited to, patrolling and impounding of dogs, contacting owners, collecting fees and releasing dogs in accordance with the City By-Law.  

 

Participates in the investigation of complaints of dog bites and reports and consults with other related agencies and officials as required.

 

Participates in the daily operation/cleaning and maintenance of the City Animal Shelter and/or related facilities as per accepted policies and procedures and related government requirements.

 

Monitors the health of animals in the Animal Shelter and reporting sick animals to superiors.

 

Impounds, cares for, and quarantines dangerous dogs and animals, who have bitten or are suspect of rabies.

 

Maintains a good working relationship with volunteer groups working at the animal shelter.  Reports non-compliance of City Policy and Procedures to superiors.

 

Maintains administrative and statistical records and ensures the timely completion of reports.

 

Represents the City at relevant legal proceedings, giving evidence in support of charges and information laid.

 

Maintains effective working relationships with the general public, other Civic Departments and Agencies and the relevant Departments of the senior levels of Government.

 

Responds to inquiries from the public, staff and other enforcement agencies concerning by-law enforcement issues in a timely manner.  Provides education to members of the public regarding interpretation of by-laws.

 

Operates a City vehicle when required.

 

Participates in the collection of revenues from parking meters, parking control devices and transit.

 

Patrols Municipally controlled parking areas to enforce parking and non-moving traffic violations, issuing tickets and obtaining photographic evidence when necessary.

 

Participates in the maintenance, installation, removal, conversion and repair of related parking equipment.

 

Monitors parking areas, reporting hazardous conditions, maintenance and enforcement problems to the Municipal By-Law Enforcement Officer III for corrective action.

 

Participates in inspections and investigations relating to License applications and provisions of various City By-Laws, obtaining information, photographs and verification as required.

 

Interprets By-Laws in accordance with direction and policy, advises of contraventions verbally and/or in writing, gathers evidence and provides reports in the manner and form prescribed.  Lays information and charges regarding By-Law infractions.

 

Remains current with all aspects of their job by attending training, courses, etc.  for by-laws, animal handling, legislation and applicable procedures, as approved/required.

 

Maintains a positive interpersonal relationship with others including members of the working groups and offering positive communications and assistance when required.

 

The Municipal By-Law Officer I must be compliant with all provisions of the Ontario Occupational Health and Safety Act that are related to “Duties of a Worker.”

 

Performs such other related duties as may be assigned.

 

QUALIFICATIONS: 

Minimum Secondary School Graduation Diploma together with experience in the preparation of reports and the maintenance of records.  Must be comfortable with and have demonstrated experience related to animal welfare.  Must have physical capability to carry out duties of the position. Experience issuing notices of the Provincial Offences Act (POA), familiarity with courtroom procedure and decorum and the Ontario Evidence Act is considered an asset.  Must be able to deal effectively and tactfully with the general public and staff as a representative of the City. Must be capable of issuing clearly understandable verbal and written instructions.  Must have the ability to navigate applicable computer programs (i.e. MS Office) proficiently.  Must have the ability to work independently with minimal supervision and deal with confrontational situations.  Ability to gain and maintain a thorough working knowledge of the City’s by-laws and other Provincial Legislation. Must possess and maintain a valid Driver's License for the Province of Ontario.

 

CONDITIONS OF EMPLOYMENT:

May be required to work outside and beyond the normal hours of work.  May be required to undergo rabies prevention immunization. Must be willing to carry pager and be on call.  Responds, while on call duty, to call outs for smoking enforcement and animal control per policy.  Applicants must hold or be able to acquire a valid First Aid and CPR certificate.  Required to obtain and provide a satisfactory Criminal Record Search.


Remuneration Range: $24.13 - $30.13 per hour.


**Stand-by/on-call duty includes performing stand-by call duty on a rotational, week at a time basis carrying a work provided phone to answer calls after regular working hours. The rotation is approx. one week in every five weeks.  When on stand-by, paid $40 per day, Monday to Friday and $60 per day for Saturdays, Sundays and Paid Holidays.
